Neither Behra nor Brundle ever started from pole, so they would have difficulty meeting the criteria for the answer...

To clarify: 3 drivers who share the record for the most starts from pole WITHOUT ever winning from pole. So all 3 drivers obviously must have the same number of career poles...and won none of those races (although they may or may not have won other races in their F1 careers).

To give some help with the eras to look in:

In the races driver 1 started from pole, all were won by Piquet, Prost or Lauda.

In the races driver 2 started from pole, there were wins for Watson, Patrese and Arnoux among others.

In the races driver 3 started from pole, there were 2 wins for Jackie Stewart, and two other different drivers took their final career wins as well.

Correct! Nelson Piquet won 3 of the 5 races which Keke Rosberg started from pole, and Lauda and Prost both won races where Tambay and Rosberg started from the front.

Hint: Starting with the one-time champions and looking for links to the multiple champion they are paired with is a good place to start. I'd look at Piquet and Rosberg if I was trying to solve this :)

Those are the only 6 races to have decided exactly two drivers titles. Abu Dhabi will therefore leave this list when either Hammy or Rosberg wins the 2016 title there.
